Monitoring AI Governance Proxy Health with Prometheus and Grafana

To monitor an AI governance proxy with Prometheus and Grafana, expose two groups of metrics: standard service signals (traffic, errors, latency, saturation) and governance signals (policy decision latency, allow/deny/redact outcomes, tool-call enforcement, policy load status, audit delivery status). Scrape them with Prometheus, keep labels low-cardinality and free of sensitive data, visualize them in layered Grafana dashboards, and alert on SLO burn and on any sign that enforcement or audit logging has stopped working.

Why a governance proxy needs its own monitoring model

A governance proxy has two jobs: it must behave like a healthy network service, and it must keep enforcing policy and recording audit evidence. Standard service metrics cover the first job. They do not show whether policies are loaded, whether decisions are being made, or whether audit records are being delivered, so governance signals have to be instrumented alongside them.

It helps to think of proxy health in three layers, each with its own signals.

    Layers of proxy health
    LayerWhat to watch
Service healthAvailability, request rate, error ratio, latency percentiles, and saturation.
Policy enforcement healthDecision latency, allow/deny/redact ratios, tool-call outcomes, and policy bundle status.
Audit pipeline healthQueue depth, delivery failures, and the age of the last successful delivery.

Choose metrics, types, and labels deliberately

Expose two groups of metrics from the proxy, and decide up front what each metric measures and which labels it carries.

    Standard service signals

    • Traffic: the rate of requests passing through the proxy.
    • Errors: the ratio of failed requests.
    • Latency: response time, tracked as percentiles.
    • Saturation: how close the proxy is to its capacity limits.

    Governance signals

    • Policy decision latency: how long each policy decision takes.
    • Allow, deny, and redact outcomes: the ratio of each decision type.
    • Tool-call enforcement: the outcomes of enforcement on agent tool calls.
    • Policy load status: whether the current policy bundle loaded successfully.
    • Audit delivery status: queue depth, delivery failures, and the age of the last successful delivery.

Scrape, record, and alert in Prometheus

Scrape both groups of metrics with Prometheus so that service and governance signals are stored together and can be queried side by side. Alerting should cover two kinds of conditions:

    • SLO burn: the service is consuming its error or latency budget faster than planned.
    • Silent failure of governance: any sign that enforcement or audit logging has stopped working.

The second category deserves particular attention. A proxy can look healthy by service metrics while policy is not being applied or audit records are not being delivered, so these conditions need their own alerts rather than relying on general error rates.

    Structure Grafana dashboards and SLOs

Build layered Grafana dashboards that follow the three layers of proxy health: service health, policy enforcement health, and audit pipeline health. Keeping the layers separate lets an on-call engineer start with the service view and move to enforcement or audit detail only when needed.

Define SLOs on the service signals, and use SLO burn as the basis for alerting. Pair them with the governance signals above so that a dashboard shows not only whether the proxy is responding, but whether it is enforcing policy and delivering audit evidence.

Verify that enforcement and audit logging still work

Alert on any sign that enforcement or audit logging has stopped working. Use the signals already defined as the starting point for these checks:

    • Policy bundle status shows that the expected policies are loaded.
    • Allow, deny, and redact outcomes and tool-call outcomes continue to be recorded.
    • Audit queue depth and delivery failures are not growing, and the age of the last successful delivery stays low.
